When I worked at a pet store in Philadelphia (not very far) there were an unusual number of shelters. I would say that your first bet would be to put an ad in your local paper or on Petfinder.org in the Classified section (that's where I found my second chin). After that I would Google some chinchilla websites. There are a ton out there, and many of them have sections where you can post adoptable chins or get the names of chinchilla shelters. I would be hesitant to take the chin to a regular dog shelter, although the ASPCA is required to take her if you bring her in.
