		<description>Yes it could, depending on the circumstances. Your "safe haven" example most likely would use tax dollars. But some women already have a couple ready to adopt right away. This would not use tax dollars (or much. much less). 

But I'm not quite understanding what you are getting at. Are you implying that adoption should be banned? That "safe haven" laws should be repealed?
