If a person is giving up their baby for adoption, are they allowed to choose the parents?

I don’t have a baby or anything. I’m just curious if biological parents can CHOOSE who they want to raise their child. Like, I know if I were in the situation I would not trust anyone making that decision for me. I’d want to sit down with a few people, get to know them, find out what jobs they have, etc.

My middle daughter who just turned 19 yesterday wants to adopt a baby and i don’t want her to. She’s to young i keep telling her but she won’t listen. She tells me she’s responsible and already has a house and two jobs but i still don’t want her to adopt. Does anyone know what i should do?
