Can baby be placed for adoption if father says he doesn’t want it but will only give to his parents?

In the beginning the father wanted the baby. Now he has said he doesn’t want baby but will not agree to outside adoption but will only adopt to his parents. Neither one agrees on who to give baby to. What do we do…as parents they have caused both sides of families to be so under stress. We are all concerned for the baby.
