She can let you and your husband raise her child without actually surrendering but she will still be the legal mother.  However you and your husband can't legally be named as the parents because you're not but I cannot see how you would be able to get away with it anyway.  Not only is it illegal but it'd highly immoral as you would be putting false information on a document.  Then there is the matter of living a lie as baby would grow up believing you and your husband are his/her parents when you're not.
