What happens when a couple wants to adopt a family member’s baby when the welfare is already involved?

The mother of the baby is 15 years of age and is somewhat in our family and the father has already signed the baby to the welfare on his side and they have found 3 couples already so what happens when my husband and i want to adopt the baby. Do we get rights as long distant family although we are abit late or do they have to choose one of those couples
